NOTIFICATION

NO.SO(ME-I)7-7/2025(CIS)(January 2026):

Pursuant to the decisions made in the Post-Graduate Admission Committee (PGAC) meeting held on 13-11-2025, the Competent Authority is pleased to notify the eligibility and scoring criteria under Clause 14(3) and 15 of the Policy and Procedure Manual (PPM) of Post-Graduate Residency of Level-III Programs notified vide No.SO(ME-I)7-1/2024(CIP) dated 15-05-2024, for January 2026 Induction and onwards till further orders;

A) ELIGIBILITY / PRE-QUALIFICATIONS:

  1. MBBS/BDS Degree from an institution duly recognized by PMDC.
  2. Certificate of Completion of 12 months mandatory House Job from a PMDC recognized institute.
  3. Valid PM&DC Permanent Practicing License.
  4. Valid Pass result of PART-I Examination of FCPS/Subject specific JCAT (validity of 3 years from the date of passing to be calculated till last date of application).
  5. Age Limit at the time of application < 40 Years.
  6. Provisional license / Exit Exam from the Medical Councils of respective countries of origin from where the candidate has graduated.

B) SCORING CRITERIA (TOTAL: 40 points)

i. MBBS/BDS Aggregate of Marks – 30 Points

Sum of marks achieved in all professionals divided by sum of total marks in all professionals, multiplied by 30.

ii. Position at University/College Level Examinations – 05 Points

Candidates shall be awarded 01 mark each to MBBS graduates / 1.25 marks each to BDS graduates for getting 1st, 2nd & 3rd positions in respective college/university in each professional examination conducted at the University level.

NOTE: The medical/dental college must be PMDC recognized institution. No marks shall be awarded for any position which is not verifiable.

iii. Experience at Primary, Secondary & Tertiary Healthcare: – 05 Points

a. Primary Healthcare Level

(Only BHUs/ RHCs of Health & Population Department)

1.25 points for each three (03) months (without any gap/interruption in same institute). Up to one (01) year accepted.

b. Secondary Healthcare Level

(THQ / THQ Level Hospitals / Civil hospitals / Trauma Centers / DHQ / DHQ Level Non-Teaching Hospitals), Major Hospital of PESSI, Punjab with 100 beds and above strength only, Indus Foundation managed THQ level Hospitals of Government of Punjab and Govt. T.B. Sanatorium, Samli, Murree).

0.75 points for each three (03) months (without any gap/interruption in same institute). Up to 1 year and 08 months accepted.

c. Tertiary Healthcare Level

Including PKLI & RC, MIKD, Multan.

0.5 points for each three (03) months (without any gap/interruption in same institute). Up to two years and six months (02 years & 06 months) accepted.

d. Experience for working in Jail Hospitals (Health & Population Dept.):

IMPORTANT:

  1. For claiming experience as mentioned above, experience as regular/ad-hoc/locum at health facilities mentioned vide clauses a–d will be considered subject to verification by H&PD/SH&MED.
  2. In case of "Adhoc" appointment, a maximum gap of 07 days between two consecutive adhoc appointments in the same institute will be considered for the experience marks. If more than 7 days gap exists between two appointments, it shall not be counted.
  3. At time of applying, candidates must download "Experience Certificate" from the online portal and get it certified by Head of Institution / Administrator (H&PD/SH&MED).
  4. In case of Jail hospital experience, biometric attendance if available shall be provided as well.
  5. In case of locum experience, biometric attendance certificate and record verified by H&PD/SH&MED shall be mandatory.
  6. The period of Post-Graduate training shall NOT be counted as experience.

Note:

  • Five (05) marks for working experience of Primary, Secondary & Tertiary healthcare, PESSI and Jail Hospitals shall be discontinued for July 2026 Induction and onwards.
  • As per Clause 15 of the PPM of Level-III Programs notified vide No.SO(ME-I)7-1/2024(CIP), the entry test may be conducted for July 2026 induction and onwards.
  • Marks for FCPS-Part one and subject-specific JCAT may also be considered for merit determination for July 2026 induction and onwards.
  • In case of equal marks, candidate senior in age will be considered.
